The Two-Generation Approach Framework: A Closer Look at State-Level Implementation.

This brief explains the Two-Generation (Two-Gen) approach for working with families builds well-being by creating a solid and stable foundation through integrated, intensive, and high-quality services in four areas of focus: early childhood education, elementary education, economic stability, and family engagement. It discusses findings from a research study that explored how three States (Connecticut, Colorado, and Utah) are development and implementing a Two-Gen framework in practice and how support for an intentional Two-Gen approach can be translated into a coordinated implementation strategy. Background and context for the Two-Gen approach taken by each State is described, as well as Two-Gen programs at the State level. A policy map providing a graphic representation of Two-Gen framework in each State is also provided. Findings indicate the Utah Department of Workforce Services has launched demonstration projects which are delivering and evaluating the outcomes of intensive and integrated Two-Gen services at the local level; each office of the Colorado Department of Human Services employs specific strategies, based on that office’s target population, to align services under the Two-Gen framework; and Connecticut’s Two-Gen framework is administered by the Commission on Women, Children and Seniors, and the Commission is managing a pilot program that will build Two-Gen systems and program models within six communities in the State. 5 tables and 82 references.
