Until communities offer multiple pathways to connect with ladders of opportunity, many young families headed by out-of-school and out-of-work (OSOW) youth will be unable to achieve financial independence. To break the cycle of poverty, many human service organizations use two-generation approaches with "young families" (that is, families with children in which the parent is an OSOW young person ages 15-24 years). In June 2012, the Family Strategic Partnership convened a group of leading fathers' organisations and academics to highlight the needs and experiences of young fathers aged 16 to 24 in England, and the joint role of statutory and voluntary services in supporting them. This report illustrates six young fathers' journeys through service provision, based on the experiences of the young men that the steering group organisations work with. Journal Article The Teen Father Collaboration, a two-year national research and demonstration project launched in 1983, was designed to determine the most effective ways to assist teenage fathers in contributing to their children's social, emotional and financial well-being. This paper discusses the process for obtaining grant funds, focusing on a specific project that provides support to pregnant and parenting teens. This chapter focuses on the construction of risk indices and their use in predicting correlates of child maltreatment by exploring the relationship between the indices and the outcome measures of the Adolescent Parent Services Evaluation. This 3-year evaluation, which began in the fall of 1987, compared seven new parent programs in seven States offering education support services for pregnant and parenting adolescents. The Sure Start Plus pilot program was implemented in England to target support services to teen parents. The initiative was intended to reduce social isolation and improve parenting skills, health care, housing opportunities, and child care. Through a variety of models, Sure Start Plus offered individual advisors, advocacy, group therapy, and parenting classes. This executive summary presents an overview of the program and highlights the findings of an evaluation. Journal Article Administrative data was used to compare pre-reform and post- reform cohorts of teenage parents regarding the impact of reform on welfare enrollments, case closures, child maltreatment, and subsequent births. The relationship between mandated living arrangements to outcomes was also examined. Cohort differences were observed in enrollments and reasons for closure, but not in maltreatment or birth rates.
