The nation's Child Support Enforcement (CSE) program is a federal/state/tribal/local partnership to promote family self-sufficiency and child well-being. In most states, approximately half of all child support orders are established and enforced by a federal and state financed child support enforcement entity known as the IV-D program (from Title IV-D of the Social Security Act). The Alabama Department of Child Abuse Prevention (DCAP) -- The Children's Trust Fund (CTF) has a more than 25 year history as the only state agency explicitly focused on educating our communities about child abuse and neglect and providing prevention programs. On May 16, 2002, the House of Representatives passed H.R. 4737, the Personal Responsibility, Work, and Family Promotion Act of 2002, which, among other things, amends the Temporary Assistance for Needy Families (TANF) program to encourage states to make more efforts to promote marriage and, to a lesser extent, responsible fatherhood.
