The STEP Forward program attempted to address issues facing low-income job seekers by offering them opportunities to interview for jobs with private sector employers at weekly job fairs, and by offering employers temporary wage subsidies to encourage them to try out job seekers whom they might not otherwise hire, with the goal of ultimately hiring these workers into permanent unsubsidized employment. Low-skilled men, especially minorities, typically work at low levels and provide little support for their children. Conservatives blame this on government willingness to support families, which frees the fathers from responsibility, while liberals say that men are denied work by racial bias or the economy--either a lack of jobs or low wages, which depress the incentive to work. The evidence for all these theories is weak. Thus, changing program benefits or incentives is unlikely to solve the men's work problem. The evaluation of the Community-Centered Responsible Fatherhood Ex-Prisoner Reentry Pilot Projects (“Fatherhood Reentry”) documented the implementation of six programs designed to help stabilize fathers and their families, help move fathers toward economic self-sufficiency, and reduce recidivism. Promising careers are available to TANF recipients and other low-income workers with a relatively short-term investment in education and training. Almost all states offer estimates—called projections—of how occupations will grow over a 10-year period. When paired with data on the education and training required for each occupation, as well as earnings potential and the number of jobs available per year, these data paint a picture of the jobs that will be available in the future, the credentials they will require, and how much workers might expect to earn by pursuing them.
