Low-skilled men, especially minorities, typically work at low levels and provide little support for their children. Conservatives blame this on government willingness to support families, which frees the fathers from responsibility, while liberals say that men are denied work by racial bias or the economy--either a lack of jobs or low wages, which depress the incentive to work. Noncustodial fathers have an essential role to play--both financially and emotionally--in the lives of their children. However, of the 11 million noncustodial fathers in the US, two thirds do not pay any formal child support. The Responsible Fatherhood, Healthy Marriage and Family Strengthening Grants for Incarcerated and Reentering Fathers and Their Partners (MFS-IP) initiative was established in 2006 by the federal Office of Family Assistance (OFA), and required grantees serve fathers who were either incarcerated or recently released, as well as their spouses or committed partners. In our discussion, we review and synthesize research evidence on five identified domains of instability that have been well established in the literature: family income, parental employment, family structure, housing, and the out-of-home contexts of school and child care. In our review of the evidence, we also discuss some of the key pathways through which instability may affect development. Specifically, research points to the underlying role of parenting, parental mental health, and the home environment in providing the stability and support young children need for positive development. This document offers a brief examination of the key policy issues surrounding the EITC and marriage penalties. The EITC is designed to support low income working families with children. It provides a subsidy (up to $3,816 in 1999) for families with children and low earnings. Current research shows that the EITC has been successful in raising the income of such families, increasing rewards/incentives to work among many low skill workers, and in stimulating greater work effort by single parents. The increase in the number of children being born to unmarried parents present a number of social policy issues for strengthening the involvement of unwed fathers with their children. In 1991, P/PV designed the Young Unwed Fathers Pilot Project to see if young, economically disadvantaged fathers would enter a program that provided job training, education, counseling and parenting services for up to 18 months, and if participation would lead to an increased capacity to support their children, both financially and developmentally.
