This report reviews the status of early childhood education in Arkansas and the awarding of almost $60 million from the federal government's preschool development grant program to expand high-quality preschool programs in high-need communities. Information is provided on how the funding will be spread over four years to reach 1,371 new children and increases funding for 1,506 others. Additional funding from State and the W.K. One in six newborns were born poor over the past 40 years, and nearly half remained poor half their childhoods. These persistently poor children are nearly 90 percent more likely than never-poor children to enter their 20s without completing high school and are four times more likely to give birth outside of marriage during their teenage years. Nearly half of children born to poor parents remained poor half their childhoods. Black children are especially disadvantaged: two-thirds of poor black newborns are persistently poor. Children who are poor early in life (age 0-2) are 30 percent less likely to complete high school than those first poor later in childhood, even after controlling for poverty duration and other factors. Journal Article By age 3, children from privileged families have heard 30 million more words than children from underprivileged families. Longitudinal data on 42 families examined what accounted for enormous differences in rates of vocabulary growth. Children turned out to be like their parents in stature, activity level, vocabulary resources, and language and interaction styles. Follow-up data indicated that the 3-year-old measures of accomplishment predicted third grade school achievement.

Information is provided on types of traumatic events for children, characteristics of resilient children, factors that might enhance resilience in children after traumatic events, and how systems in which children live affect resilience.
