The nation's Child Support Enforcement (CSE) program is a federal/state/tribal/local partnership to promote family self-sufficiency and child well-being. In our discussion, we review and synthesize research evidence on five identified domains of instability that have been well established in the literature: family income, parental employment, family structure, housing, and the out-of-home contexts of school and child care. In our review of the evidence, we also discuss some of the key pathways through which instability may affect development. In 1991, P/PV designed the Young Unwed Fathers Pilot Project to see if young, economically disadvantaged fathers would enter a program that provided job training, education, counseling and parenting services for up to 18 months, and if participation would lead to an increased capacity to support their children, both financially and developmentally.
