In fiscal year 2018, noncustodial parents were obligated to pay nearly $33.6 billion in current child support on behalf of the 15 million children served by the Title IV-D child support program. One-third of that, or $11 billion, was not collected. Unemployment is the leading reason for non-payment of child support by noncustodial parents. This brief will explore the opportunities at the state and federal levels to provide employment services to noncustodial parents and increase child support payments in the process.

Journal Article Approximately one in four incarcerated male young offenders in the UK is an actual or expectant father. This paper reviews evidence on the effectiveness of parenting interventions for male young offenders. We conducted systematic searches across 20 databases and consulted experts. Twelve relevant evaluations were identified: 10 from the UK, of programmes for incarcerated young offenders, and two from the US, of programmes for young parolees. Journal Article This randomized study tested the effects of 2 prebirth interventions, Minnesota Early Learning Design coparenting and childbirth curricula, on young African American and Hispanic fathers and their adolescent partners (N = 154). This report discusses the Teen Age Parent Program (TAPP), a school-based program for teen parents, which began in December 1986 and continued through December 1988 in 2 school districts in Wisconsin. In both districts, TAPP involved 4 components: support groups for teen mothers; support groups for teen fathers; support groups for extended family members; and volunteer parent aides. The program served 100 teen mothers, 42 teen fathers, and 60 extended family members in the 2 districts. This final report describes the Partners in Achieving Life Skills project, a cost effective model to prevent child abuse and neglect by teenage parents. The project consisted of 3 tiers: a community health nurse who assesses the child and family; paraprofessionals who serve as case managers; and community volunteers who assist the adolescent in achieving life skills. The project helped adolescents to increase knowledge in child development, knowledge of parenting issues, and levels of support systems.Document scanned.
