All states have programs that give unmarried parents the opportunity to acknowledge the father’s paternity of the newborn at the hospital. States must also help parents acknowledge paternity up until the child’s eighteenth birthday through vital records offices or other offices designated by the state. Even if the parents plan to marry after their baby is born, establishing paternity helps to protect the relationship between the child and the father.
Brief
In fiscal year 2018, noncustodial parents were obligated to pay nearly $33.6 billion in current child support on behalf of the 15 million children served by the Title IV-D child support program. One-third of that, or $11 billion, was not collected. Unemployment is the leading reason for non-payment of child support by noncustodial parents. This brief will explore the opportunities at the state and federal levels to provide employment services to noncustodial parents and increase child support payments in the process.

Journal Article Non-resident fathers’ compliance with child support agreements is low. An estimated 50% of fathers never pay any formal support to their co-parents (Stykes, Manning, & Brown, 2013). The Behavioral Interventions for Child Support Services (BICS) project aims to improve federally funded child support services by increasing program efficiency, developing interventions informed by behavioral science, and building a culture of rapid-cycle evaluation. Fatherhood Summit Session
The child support program plays an important role to help fathers gain access to resources they need to move their families toward self-sufficiency. In this session, state child support staff discussed how they can partner with fatherhood programs to better equip fathers to meet their child support obligations.
Presenters helped dispel myths and negative stereotypes about the child support program. They also described promotional strategies that can counter misleading information about the intent and goal of the child support program.

Journal Article Mixed methods were used to evaluate the effectiveness of the Fathers Offering Children Unfailing Support (FOCUS) program. FOCUS is a diversion program which is designed to offer an alternative to incarceration for fathers who are noncompliant with child support payments. Journal Article Despite substantial policy attention to increasing the number of custodial parents with child support orders, the proportion reporting that they are owed child support is falling.
