For child support to be a reliable source of income for children, parents who are incarcerated need child support orders that reflect actual income. This fact sheet highlights opportunities to encourage incarcerated parents to engage with the child support system, to reduce or suspend orders during incarceration to avoid arrears, and to offer post-incarceration child support services.
OFA provided support for fathers in 2015 through two funding streams that are part of the Healthy Marriage and Responsible Fatherhood (HMRF) discretionary grant program. OFA awarded grants to community-based organizations for services specifically tailored to the needs of fathers in the process of transitioning from incarceration to their families and communities, known as the Responsible Fatherhood Opportunities for Re-entry and Mobility (ReFORM) programs. The evaluation of the Community-Centered Responsible Fatherhood Ex-Prisoner Reentry Pilot Projects (“Fatherhood Reentry”) documented the implementation of six programs designed to help stabilize fathers and their families, help move fathers toward economic self-sufficiency, and reduce recidivism.
