This report measures how children from different racial backgrounds are faring in the United States and focuses particularly on children in immigrant families. The data presented are drawn from 2013-2015, and indicate significant racial and ethnic inequities among children, with Asian and Pacific Islander and white children generally doing better in almost every area of child well-being than their African-American, Latino, and American Indian peers. In this brief we examine the relationship between increased child support enforcement and frequency of visitation between children and their nonresident fathers. Children who live apart from their fathers are at a greater risk of living in poverty, having low academic achievement, and exhibiting behavioral problems. The absence of fathers in the home has profound consequences for children. Almost 75 percent of American children living in single-parent families will experience poverty before they turn 11-years old, compared to only 20 percent of children in two-parent families (National Commission on Children,1993). In 1991, P/PV designed the Young Unwed Fathers Pilot Project to see if young, economically disadvantaged fathers would enter a program that provided job training, education, counseling and parenting services for up to 18 months, and if participation would lead to an increased capacity to support their children, both financially and developmentally.
