We study the sources of racial and ethnic disparities in income using de-identified longitudinal data covering nearly the entire U.S. population from 1989-2015. We document three sets of results. First, the intergenerational persistence of disparities varies substantially across racial groups. For example, Hispanic Americans are moving up significantly in the income distribution across generations because they have relatively high rates of intergenerational income mobility. The Enhanced Transitional Jobs Demonstration (ETJD), funded by the Employment and Training Administration of the U.S. Department of Labor, tested seven transitional jobs programs that targeted people recently released from prison or low-income parents who had fallen behind in child support payments. A new study conducted by Pew Research Center finds that Americans largely support paid leave, and most supporters say employers, rather than the federal or state government, should cover the costs. “Ban-the-Box” (BTB) policies restrict employers from asking about applicants’ criminal histories on job applications and are often presented as a means of reducing unemployment among black men, who disproportionately have criminal records. However, withholding information about criminal records could risk encouraging racial discrimination: employers may make assumptions about criminality based on the applicant's race. Paycheck Plus offers workers without dependent children an enhanced Earned Income Tax Credit (EITC) worth up to $2,000 per year for three years (four times the current EITC for singles).
