This report uses the 2011-2012 National Survey of Children’s Health to examine both the prevalence of parental incarceration and child outcomes associated with it. Based on the analyses, more than five million children, representing 7% of all U.S. children, have had a parent who lived with them go to jail or prison. The proportion was found to be higher among black, poor, and rural children. According to this paper, the parenting gap is a big factor in the opportunity gap. The chances of upward social mobility are lower for children with parents struggling to do a good job -- in terms of creating a supportive and stimulating home environment. This report is the latest in a series based on the 1997 Survey of Inmates in State and Federal Correctional Facilities. Results of the survey show that in 1999 state and federal prisons held an estimated 721,500 parents of minor children. A majority of state (55 percent) and federal (63 percent) prisoners reported having a child under the age of 18. Forty-six percent of the parents reported living with their children prior to incarceration.
