The U.S. PIAAC Survey of Incarcerated Adults was designed to provide policymakers, administrators, educators, and researchers with information to improve educational and training opportunities for incarcerated adults and foster skills they need in order to return to, and work successfully in, society upon release from prison. This study — mandated by Section 4022 of the Agricultural Act of 2014 (PL 113-79) — reviews research on employment and training (E&T) program components and practices that: (1) assist members of households participating in the Supplemental Nutrition Assistance Program (SNAP) to obtain regular employment; and (2) are best integrated with State workforce development systems. This review also included research on the effectiveness of E&T components offered to low-income individuals by other Federal and State agencies, and the private philanthropic sector. This report presents interim impact and implementation findings of seven transitional jobs programs from the U.S. Department of Labor’s Enhanced Transitional Jobs Demonstration. Two of the sites in that study — in Atlanta and San Francisco — are also a part of ACF’s Subsidized and Transitional Employment Demonstration. Securing stable, quality employment is one of the most robust predictors of desistance from offending. Yet, obtaining gainful employment is difficult for ex-offenders due to the stigma of a criminal record. In recognition of employment-related barriers to re-entry, some state legislatures have created certificates of recovery/relief, which lift occupational licensing restrictions, limit employer liability for negligent hiring claims, and aim to ensure employment decisions about certificate-holders are made on a case-by-case basis. WorkAdvance is a sectoral workforce development program designed to meet the needs of workers and employers alike. For unemployed and low-wage working adults, the program provides skills training in targeted sectors that have good-quality job openings with room for advancement within established career pathways. This report covers the challenging terrains of incarceration, reentry and work. It draws on expert interviews, dozens of resources and two decades of strategic investments by the Annie E.
