If the Shoes Fit: Final Report and Program Implementation Guide of the Maine Young Fathers Project.

This final report on a demonstration project in Maine designed to serve young fathers of children born to teenage mothers describes the project and its outcomes. The project background and its goals and objectives are reviewed. Project design development and site selection are described, with an emphasis on convening a statewide planning group, defining a target population and essential project components and service priorities, and developing a system for site review and process evaluation. Implementation of the demonstration model is outlined, focusing on conducting staff training, defining demonstration site objectives and staff configuration, forming linkage agreements, and working with volunteers and young fathers. Project outcomes are presented in profiles of demonstration project clients; the goal attainment scale (GAS) process; paternity establishment and child support results; volunteers' reactions; and a baseline staff attitude survey on fathers. Recommendations for future projects are made, summarizing project findings. Each chapter contains hints for program implementation. The appendix presents sample intake, linkage agreement, and GAS forms; a sample case plan agreement and management-by-objective form; a site review packet; and a mentor survey. 7 tables.
