This chapter examines the related but distinct activities of consultation, technical assistance, and service. A conceptual framework for providing technical assistance is presented, and key tasks and actions for strengthening organizations and community groups are described. The theoretical bases for providing technical assistance are also discussed, including empowerment theory, adult learning theory, and change theory. Principles and methods for providing technical assistance are offered, and emphasis is given to coaching as a useful strategy for the provision of technical assistance. 1 table and 54 references.
